My department has used white balls in the urinals for men about the differences between the windows to keep nesting pigeons.

Pigeons are many reasons they are smart because they are always a possibility to find in one place, no matter how often something of a deterrent it is going to be. The law should not kill or remove the nest, but you can create a mesh network that is always there and they put there. One thing I hate is laser pens.
